Independent Monitoring of CSR Programmes
Challenge
Corporate Social Responsibility (CSR) programmes have long been standard corporate practice globally. It is generally expected that any company operating in a rural area will have programmes developed to help the communities that live around their concessions. In West Kalimantan, CSR programmes are actually mandatory, governed by Provincial Regulation No. 4 of 2016 on the Management of Corporate Social Responsibility (Pengelolaan Tanggung Jawab Sosial Perusahaan). The regulation sets out the following:
- CSR activities must be synchronised with regional development plans and priorities, so that CSR supports broader public priorities such as infrastructure, public services, and welfare improvements.
- CSR activities should be coordinated with the provincial government and communities to plan, implement, monitor, and report CSR activities in ways that benefit public welfare.
- Companies can be sanctioned if they fail to carry out CSR activities,
- Companies can be given awards to recognise effective CSR programmes.
The provincial government oversees CSR activities but encourages district governments to ratify regulations at the district level. Some, like Sintang, have, but the districts overlapping Mendawak (Kubu Raya, Ketapang, Kayong Utara, and Sanggau) have not. Despite it being their responsibility, there is currently no formal mechanism for the West Kalimantan government to review or monitor the implementation of CSR activities.
Solution
Sangga Bumi Lestari is developing a database of all known CSR programmes in Mendawak. Methodology is being developed for how documented CSR activities can then be independently verified and scored against the West Kalimantan government’s criteria. The results of this database, which will be hosted on this Mendawak dashboard, will be communicated to each district government, to support ratification of Provincial Regulation No. 4 of 2016 on the Management of Corporate Social Responsibility at the district level.
Progress
All CSR activities advertised by companies on their websites, annual reports, or other formal public communications have been collated. Sangga Bumi Lestari is currently developing the methodology for how each CSR programme can be independently assessed and verified. The system is expected to be in place by Q3 2026, with this dashboard acting as the repository for all CSR activity in Mendawak.
